because a lot of money has to be spend on it from the government, helping to treat/ minimize bad effects and make sure the people with HIV and AIDS live a good life

Because 99% of those infected die without treatment because they can't afford it. Many get it in the first place due to social issues such as using drugs, getting raped, not using a condom, rape etc. It's also a social issue because individuals with it can spread it to others which someone with cancer cannot do, leading to death. It costs a lot of money to treat and those without the resources might ask the gov for help which makes it both an economic and social issue esp since insurance doesn't cover it. Someone rich like Magic Johnson can afford the meds to keep him in HIV without getting aids for 20 years so far whereas someone else without the money can die in a year so it is a big social/economic issue.
