I hope you'll find the link below to be very informative, though there is a lot to dig through. It covers theories of the origin of HIV and touches on how it get spread around the world. Your question about actions taken by the leaders in the area of origination will no doubt need to be answered elsewhere. In general though, in Africa ( the most commonly acknowledged origin) politics and society in general, in many parts of Africa, are and were frequently unstable and policies changed and resources were/are often scarce. Often political leaders would not acknowledge there was a problem. Until recently both S. Africa and China didn't acknowledge there was a problem or, in S. Africa's case, gave out erroneous information.
