Good question. As far as the reasearch that I've had done thus far, health insurance coverage depends on many factors as far as whether the person has HIV or AIDS because I'm sure you researched that HIV is the virus that causes AIDS, though HIV can lay dormid in a person for up to 10 years with little or no signs/symptoms. There are all kinds of insurace out there ranging from Medicaid to Medicare to private health insurance. The person should speak to a healthcare worker to find out which is right for them and what they qualify for. As far as disibility is concerned, it is a permanent disability that can not be cured and therefore that is the reason why they have SSI (Supplemental Security Income), SSD (Social Security Disability), and I'm not too sure but I remember some one saying SSSB (Social Security Survivor's Benefits). Although It takes a while to prove the case and to what severity as far as if the person is AIDS symptomatic and or is disabled to a point where employment is not possible. As far as government is concerened, There are many agencies that do cater to and help HIV/AIDS infected persons ranging from food pantries to resource centres to housing agencies. There is also the Ryan White Foundation and you can very likely look that up online to see what all in entails and what services are provided by the government. I hope this helps for your project. you can email me if you need any more suggestions or help.
